NEWTOWN PREVENTION COUNCIL (NPC)
GUIDELINES AND PRACTICES
Adopted: September 22, 2011
ARTICLE 1: MISSION
Article 1.01 The Newtown Prevention Council is a coalition of diverse community members committed to creating a culture in Newtown that positively engages the community to empower youth and families to make healthy thoughtful decisions and to support healthy, substance free living.
ARTICLE 2: CORE STRATEGIES
Article 2.01 The mission of the NPC will be achieved through:
Article 2.02 The Newtown Prevention Council will:
1. Engage the community [all citizens] of Newtown in the development of town-wide plans that are designed to reduce youth and adult tobacco, alcohol and other drug use/abuse and promote effective prevention, intervention and treatment.
2. Initiate and maintain partnerships within the community
3. Increase public awareness of the consequences of destructive decision-making.
4. Educate the community about the status of substance use and other prevention related trends.
5. Promote public action and policies that increase awareness of substance use problems in the Town of Newtown.
6. Provide subject area expertise to inform the community.
7. Encourage the development of evidence-based programs related to substance use prevention, reduction, intervention, and treatment.
8. Promote public action and policies that provide funding and support for evidence-based programs related to substance use prevention, reduction, intervention, and treatment.
9. Assist with oversight and coordination of funding to public and private, for-profit and non-profit programs related to substance use prevention, reduction, intervention, and treatment.
10. Assess the needs and available services/resources, public and private, for-profit and non-profit, in the development of an effective strategy.
11. Evaluate coalition efforts to ensure effective and efficient programming.
Article 3: GEOGRAPHIC AREA
Article 3.01 The geographic area served by the NPC is the Town of Newtown.
Article 4: MEMBERSHIP
Article 4.01 The membership shall include a diverse representation of the community to ensure a voice to all in the Town of Newtown. The membership may include, but is not limited to the following groups:
1. Business/Industry/Government leaders.
2. Treatment, intervention and prevention professionals dealing with the adult, child and adolescent populations and with families.
3. Medical and community mental health professionals.
4. Educators and administrators from public and private elementary and secondary school, colleges and universities.
5. Faith-based organizations.
6. Legal system including attorneys, judges and advocates and Law Enforcement.
8. Community members (adult and youth)
9. Government agencies.
10. Private human services agencies
11. Elected representatives
12. Advocates and leaders in substance use reduction, prevention, treatment, and intervention.
13. Representatives from funding sources.
Article 4.02 Members of the Newtown Prevention Council will strengthen their commitment and accountability by:
1. Committing to full collaboration among agencies to provide effective prevention, reduction, intervention and treatment.
2. Initiating and maintain partnerships.
3. Communicating and promoting all events and activities within the NPC and within their own sector.
4. Evaluating program efforts.
Article 4.03 The membership of the NPC shall consist of no minimum and no maximum number of persons.
Article 4.04 The voting membership of the board of NPC shall include all recognized members in good standing. A member in good standing is defined as attending, or providing a representative on their behalf, for four meetings per year. All votes will be by consensus voting.
Article 4.05 Membership committee will determine process for membership.
Article 5: ORGANIZATION
Article 5.01 The leadership of the NPC shall include a Chairperson and/or Co-Chairperson, Vice Chairperson, Secretary.
Article 5.02 The leadership of the NPC shall guide the activities of the NPC as required between meetings of the NPC, consistent with policies established by the NPC.
Article 5.03 The leadership of the NPC shall maintain all records of the organization including current guidelines and practices, current membership, minutes, financial records, and any policies further defining the goals and current activities of the NPC.
Article 5.04 The Chairperson of the NPC shall preside at all regularly scheduled meetings of the NPC and together with the leadership of the NPC, set the agendas for all meetings.
Article 5.05 The chairperson of the NPC shall appoint, after consultation with the NPC as a whole, members to any committees deemed necessary by the NPC.
Article 5.06 The Vice Chairperson shall assume all duties of the Chairperson in his/her absence at all scheduled meetings.
Article 5.07 The Secretary shall be responsible for maintaining the minutes of meetings, and any written documents detailing current guidelines and practices, current membership, financial records, and any policies further defining the goals or current activities of the NPC.
Article 6: NOMINATIONS AND APPOINTMENTS
Article 6.01 Open nominations to leadership positions to the NPC shall come from the floor and shall occur every 2 years in March. Voting for the positions will occur in May.
Article 6.02 Nominations and Appointments to the NPC shall be voted upon by a majority vote of the voting membership.
Article 6.03 The Chairperson and Vice Chairperson should not come from the same organization.
Article 7: MEETINGS
Article 7.01 Regularly scheduled meetings of the NPC shall be at least 5 times a year, and should occur in the months January, March, May, September and November at a regularly scheduled time and on a regularly scheduled date. Meetings are open to the public.
Article 7.02 Special meetings shall be set on an as needed basis by the leadership of the NPC.
